From this perspective, the transformation in support for democracy was a highly instrumental choice that was shaped above all by the political events of the Transition. In other words, the best school for democracy was democracy itself. On the other hand, the limited growth of democratic sentiment under the Franco dictatorship does not mean that the latter enjoyed overwhelming support. The dominant reality was that of a ‘great, silent majority’ that did not identify strongly with the regime, but for whom peace, justice, and law and order were the priorities rather than democracy.
