However, when social work began to distance itself from community development, the latter came to be associated increasingly with economic issues. This was compounded by the effects of the economic recession towards the end of the decade. Yet community development survived this period in British politics and rebuilt itself. From the early 1990s, the identities of community development in Scotland, Northern Ireland, England and Wales began to become more distinctive. This has been reinforced in Scotland and Wales following devolution.
This includes the need for community development facilitation and infrastructure support as well as the need for training – to meet the learning needs of communities as they themselves define these. (Mayo and Taylor, 2001, p 50) Community development can also help to maintain civil society by supporting service delivery – not being part of the delivery process itself but preparing the ground for it. This can be observed in community care work that relies on the mobilisation of volunteers and members of community groups to support vulnerable people in the community, particularly people with mental health difficulties, elderly and disabled people.
