However, when social work began to distance itself from community development, the latter came to be associated increasingly with economic issues. From the early 1990s, the identities of community development in Scotland, Northern Ireland, England and Wales began to become more distinctive. This has been reinforced in Scotland and Wales following devolution.

This includes the need for community development facilitation and infrastructure support as well as the need for training – to meet the learning needs of communities as they themselves define these.
