Others are merely statements of the correlates of human violence, or checklists of fertile conditions for violence or of possible precipitating or triggering situations. Most attempts to construct a social scientific theory of collective violence either totally neglect or gravely underestimate the influence of differing ideologies, beliefs and perceptions in inciting hatred and hostility and in the instigation of political conflict. Arguably the most influential theoretical approach in modern social-science theory of the causes of violence has developed on the basis of the work of the psychologist, Dr John Dollard.
Moreover formalised party opposition in the legislature became a major instrument, in combination with extra-parliamentary lobbying and consultation, for subjecting the government of the day to constant surveillance and criticism. Even at the levels of policy debate, the constant clash and testing of ideas, and day·to-day scrutiny of the conduct of administration, the existence of a multiplicity of parties and groups can be seen to serve an invaluable function for liberal democracy. And yet, critics of liberal democracy will maintain, the success of all these parliamentary and electoral methods depends upon the willingness of all members of the society to accept the ultimate decisions of government and legislature as authoritative and binding for all.
47 I wish to suggest that there is no advantage in trying to conflate all forms of perceived deprivation and injustice under the umbrella of relative deprivation. For there simply is no general theory which satisfactorily relates or explains these perceptions of grievance and injustice. A more modest but, I hope, practical proposal is that we frankly recognise the lack of any adequate general scientific theory of the necessary and sufficient conditions for political violence. It is possible, however, to identify some of the most frequent contributory causes of internal political violence, constantly recurring in the recorded history of political conflict and challenging both our attention and our powers of explanation and analysis: (i) ethnic conflicts, hatreds, discrimination and oppression; (ii) religious and ideological conflicts, hatreds, discrimination and oppression; (iii) socia-economic relative deprivation; (iv) stresses and strains of rapid modernisation tending to accentuate (iii); 48 (v) perceived political 38 FORCE, VIOLENCE, ORDER AND LIBERAL STATE inequalities.
