What is more, in addition to costs that can easily be identified with particular services there are also “indirect costs” that cannot easily be attributed to particular activities. These include general administrative costs, the costs of utilities and facilities, proposal and fundraising costs, and the like.

To date, there is little evidence that for-profits are penetrating the social-care market, but this may be because the reimbursement rates in this field are too low to attract for-profit competitors. But such reimbursement rates can limit the ability of the nonprofit providers to offer the service quality that is needed or to perform the other social functions ascribed to them by the subsidiarity concept.
