Later there were difficulties when Canada and France began setting up their headquarters. The Institute for Astronomy wanted them to locate on the Manoa campus in Honolulu. And for a while a small office was set up there. They soon found, however, that they preferred to be on the Big Island, close to the telescope. But where? For a lot of people Hilo was the obvious choice; it was the largest city on the island, and the seat of government. A small temporary office was set up in Hilo in 1976. About this time, however, CFHT officials were approached by a group from the Chamber of Commerce of Waimea, a small town in the northern part of the island.

It might seem strange, but Herring did not ake photographs; instead, he made drawings of lunar and planetary features. It was soon obvious to him that the seeing was incredible, THE EARLY YEARS 29 and the transparency of the atmosphere unmatched. Using a scale of 1 to 10, he classified each night (10 was perfect seeing). Many nights were 9 or better. Herring had observed at many sites around the world, and soon realized that he had never encountered a site superior to this. He was tremendously enthusiastic about it.
