From an ethical perspective, misleading is the equivalent to lying. This may, in some cases, be very different from the difference between legal and illegal behaviour. • Conflicts of interest: the openness about one’s situation is important in this instance, but is not enough in a complex situation. Although this book is about private sector business, it is worth noting that the dangers in this context faced by public sector organisations, individual politicians and political parties can be as great as for the private sector: • New York state governor Eliot Spitzer resigned in the wake of a prostitution scandal in 2008.

This does not mean that the thinking around the ethical policies cannot or should not be complex, and their justification capable of being rigorously examined. There is significant confusion over what constitutes “ethics” in business. An interesting example of this is looking at organisations seeking to increase their understanding of ethical issues. The qualifications sought when institutions are appointing internal advisers on ethics make little sense, effectively screening out anyone with a background actually in ethics.

This suggests a difference in the understanding of the nature of ethics between the different constituents, as well as a different set of premises underlying their focus. For example, ethical investors are concerned about the level of activity undertaken by retailing groups in the areas of alcohol, gambling and pornography (the latter two over mobile phones and similar technology), but the CSR Reports of Tesco, Sainsbury and Walmart do not give any indication of the level of sales from these activities.
