Many other countries have also looked to the USA as a source for models. Among them is Switzerland, in which the authorities during the mid-1990s not only explicitly referred to models in the USA but also hired American consultants to develop a reform package for schools (SteinerKhamsi 2002, p. 76). As in the UK, the moves were strongly shaped by domestic political forces; and as the domestic political scene changed, so did the strategy for importing models. After a period of heated debate and protest by the teachers’ unions, the Ministry of Education publicly distanced itself from American models.
